This photo was taken in November 2012 in rural Kenya of a Kaya elder, Mzee Katana Kalulu, receiving his allowance via M-Pesa during a voter registration event. The Kaya Elders help villages to vet leaders in their community by looking at their policies and strategic plans and not by promises or based on tribe politics. Using M-Pesa to pay allowances for those who attend voter registration meetings allows USAID’s KTI project to save as much as 60% of operating costs.
